About Us

The St Heliers Village Association (SHVA) is a not-for-profit organisation, registered as an incorporated society under the Incorporated Societies Act. The SHVA represents and supports over 100 business and commercial property owners in St Heliers. We offer a collective voice, strong advocacy, and a sense of unity for our local business whānau. Our mission is to represent, support, and help local businesses thrive.

We do this by promoting St Heliers as a welcoming, vibrant place to shop, dine, and do business. We run local events to bring people into the village, hold regular meetings for our members, and keep everyone connected with timely updates and communications.

The SHVA operates under a formal constitution that outlines the rules and governance of our Association. Each year, members elect an Executive Committee to guide the direction of the SHVA and oversee our Business Improvement District (BID) programme, which is funded through a BID targeted rate grant. We also work closely with Auckland Council, Ōrākei Local Board (OLB) and other key stakeholders to advocate for improvements across the village — making sure our business community’s voice is heard and valued.

2023 - 2026 Strategic Plan

The St Heliers Strategic Plan survey was commissioned by the St Heliers Village Association to understand the diversity of thoughts, opinions and ideas from people living and working within the St Heliers Bay Village area.

These insights informed the St Heliers Strategic Plan 2023-2026, which i subject to regular review.

    The monthly Executive Committee meeting is open to all St Heliers Village Association Members. It is held on the third Monday of every month at 5:30pm at Culley's (15 Polygon Street, St Heliers).

  • SHVA Membership

    You are automatically an eligible member (otherwise known as a BID affiliate) if your business is located in a commercially rated property or if you own a property within the SHVA BID boundary area. Only businesses located within the BID area are eligible members or BID affiliates and will only have voting rights at the AGM if they have confirmed their membership.   • Associate Membership

    The SHVA has an Associate Membership available for business that fall outside our BID map area with an annual membership fee. Please get in touch with us to find out more about the benefits and how to become an Associate Member via st.heliers@xtra.co.nz

  • Voting Rights

    All registered Full members are eligible to vote at the SHVA Annual General Meeting (AGM) or any Special General Meetings.

    All Full and Associate members are eligible to be nominated and accepted as Board Members of the Association.

  • SHVA BID Programme

    Business Improvement Districts (BID) programmes operate in over 50 areas within Auckland where local business and property owners have agreed to work together. BIDs in the Auckland region represent over 30,000 businesses and a Capital Value in excess of $72 billion (2022).


    Auckland Council (via their BID Policy 2022) supports Business Associations operating BID programmes by collecting the targeted rates and providing these funds, in their entirety, as a BID targeted rate grant to associations like the SHVA. Auckland Council applies the SHVA BID targeted rate which is collected from the ratepayer/property owner or indirectly by the business owner/tenant located within the SHVA BID boundary area.

    The SHVA BID targeted rate is calculated as a percentage on the capital value of the business rated properties located within the SHVA BID boundary area. 100% of the targeted rate collected by Auckland Council is returned to the Business Association in four quarterly grant payments.For more information on the Auckland Council BID programme click here.

  • Advocacy

    One of the most important things we do at the SHVA is advocate for our business community to local and national decision-makers — including Auckland Council, Council-Controlled Organisations (CCOs), and government. Strong local representation helps make sure our issues aren’t overlooked.

    We’ve built solid relationships with the Ōrākei Local Board and regularly provide both formal submissions and informal feedback to make sure our members’ voices are heard when decisions are being made. As part of the Business Improvement District (BID) programme, Auckland Council works with us to share updates on policies, consultations, and changes — so our members stay informed and have a chance to have their say.

    Often, we’re among the first to know about proposals that could affect our area or your business. We prepare professional submissions and regularly lobby on behalf of our members.These submissions are shared with all members — so you can read them, use them for your own submissions, or simply stay in the loop.

    Community Newsletter: This platform is used to keep our community informed with all that is happening in the village.
